The 24-Hour Economy policy, one of the major campaign promises in the NDC’s 2024 manifesto, received strong public support due to its focus on reducing youth unemployment and boosting national productivity. The policy aims to promote around-the-clock business operations to increase production and create sustainable jobs across the country.

Friday’s forum brought together business owners, investors, traditional leaders, and policymakers to explore and promote the economic opportunities within the Volta Region.

In his opening address, Volta Regional Minister Hon. James Gunu described the Volta corridor as “the boiling pot” of President John Dramani Mahama’s 24-Hour Economy agenda. According to him, the corridor is one of Ghana’s most strategically endowed development zones, serving as a key intersection for trade, energy, agriculture, tourism, and innovation.

“From the Aflao border through the Keta Lagoon Basin to Ho, and from Kpando to the Oti interface, our geography connects markets,” he emphasized.

Hon. Gunu stated that the region is actively repositioning itself as a strategic economic corridor to support the 24-Hour Economy vision. He explained that the agenda challenges stakeholders to expand productivity and ensure reliable energy to drive infrastructure development, manufacturing, and sustainable job creation—particularly for the youth and women.

He highlighted that the forum provides a crucial platform for collaboration among government agencies, investors, traditional authorities, and development partners.

According to him, districts within the region have profiled over 50 investment-ready projects across various sectors, including agro-processing, aquaculture, eco-tourism, logistics, ICT, and renewable energy. The VRCC, he said, is working closely with the Ghana Investment Promotion Centre and the 24-Hour Economy Secretariat to ensure that these business opportunities are viable, well-supported, and sustainable.

He encouraged investors to see the Volta Region as a destination where enterprises can thrive long-term, adding that authorities are committed to translating discussions into real economic development for the people.

Speaking at the forum, Dr. Elikplim Afetorgbor reiterated the region’s strong potential to drive Ghana’s 24-Hour Economy. He described the gathering as a strategic call to investors, innovators, and nation-builders to anchor the policy within the Volta corridor.

Dr. Afetorgbor outlined three key reasons the region is uniquely positioned to support the 24-Hour Economy:

  1. Strategic Transportation Links:
    The Eastern Corridor Road, Lake Volta transport system, and the Aflao Border post place the region at a major gateway for national and international trade.
  2. Strong Local Market Base:
    The region’s agricultural and fisheries value chains—spanning cocoa, cassava, fisheries, and more—provide essential raw materials for industry.
  3. Policy Alignment and Incentives:
    The 24-Hour Economy agenda, VRCC incentives, and the Ministry of Food and Agriculture’s value chain interventions create a supportive and enabling environment for investment.

He further identified five economic pillars within the region capable of fueling the 24-Hour Economy policy:

  • Pillar A: Agro-Processing & Food Systems
    Opportunities in Adaklu, Central Tongu, Ho West, Akatsi North, Akatsi South, and Ketu North, focusing on cassava, maize, and groundnut.
  • Pillar B: The Blue Economy
    Aquaculture, cold chain development, and coastal value addition in Anloga, Keta, Ketu South, and lakeside districts.
  • Pillar C: Cultural & Tourism Economy
    Attractions and cultural assets in Afadzato South, Hohoe, Kpando, and surrounding communities.
  • Pillar D: Light Manufacturing, ICT & Business Processing
    Investment opportunities within Ho Municipality.
  • Pillar E: Logistics, Warehousing & Border Trade
    Prospects in Ketu South and North Tongu.

The Chairman of the Forum, Togbe Nyaho Tamakloe, stressed that agriculture remains the backbone of Ghana’s economy. He noted that the Volta Region is the second-largest producer of rice in the country and a major hub for maize, cassava, and vegetable production. However, he added that infrastructural challenges continue to limit the region from reaching its full agricultural potential.

The event, held on Tuesday, aimed to showcase the vast business opportunities within the two regions and create a platform for networking among investors, business owners, and government representatives. The Roadshow also sought to promote investment in natural and human resources to drive sustainable economic growth.

The forum attracted political leaders, business executives, and entrepreneurs from across Ghana.

Volta Region: Rich in Untapped Potential

In his address, the Volta Regional Minister, Hon. James Gunu, highlighted the region’s abundant investment potential spanning agriculture, tourism, fisheries, and industrial ventures.
He emphasised that the Volta Region possesses both natural resources and a skilled human workforce ready to drive growth across sectors.

Hon. Gunu assured participants that the Volta Region offers a peaceful and conducive environment for doing business. He cited examples of thriving enterprises such as the Aveyime Rice Project and tourism prospects in Amedzofe, urging investors to explore and invest in the region’s rich opportunities.

GIPC’s Commitment to Regional Growth

The Chairman of GIPC, Dr Akwasi Opong Fosu, described the Roadshow as a significant milestone for both the Centre and the nation.
“This event marks an important milestone for the Ghana Investment Promotion Centre, the Volta Region, and Ghana as a whole,” he said.

Dr. Fosu explained that the initiative aligns with President John Mahama’s vision of ensuring balanced regional development across the country.
He noted that the GIPC aims to unlock the untapped potential of all regions to enable each one to contribute effectively to national growth while creating local opportunities that discourage rural-urban migration.

“To promote the opportunities presented by the Volta Economic Corridor, we have established a new GIPC office in Ho to serve both the Volta and Oti Regions,” Dr. Fosu announced.
He added that the new office would collaborate with local stakeholders to identify, profile, and promote business opportunities to attract sustainable investments.

Government’s Focus on Sustainable Development

Representing the Chief of Staff, Hon. Julius Debrah, the Minister in charge of Climate Change and Sustainability, Hon. Issifu Seidu, reiterated the government’s commitment to identifying regional business potential to inform strategic investment and policy decisions.

He noted that such initiatives are critical to fostering sustainable economic development and ensuring that no region is left behind.

24-Hour Economy and Local Enterprise Development

Also speaking at the event, Hon. Nazza underscored how the President’s 24-Hour Economy initiative would benefit the Volta Region.
He highlighted key sectors such as gari processing, snail and mushroom farming in Ho West, and tourism around Mount Afadza as areas ripe for investment and expansion.

“These ventures, if developed into large-scale businesses, can empower women and youth while boosting the regional economy,” he said.

Traditional Leaders Call for Action

Traditional leaders, including Torgbe Ayim Adzokoto II, who spoke on behalf of Togbe Afede XIV, Agbogbomefia of the Asogli State, also lent their voice to the call for investment.

Torgbe Adzokoto II expressed concern that the region’s people have long lived hand-to-mouth and urged stakeholders to come together to transform the economic landscape through sustainable business ventures.
He called for a clear investment blueprint for the region, noting his readiness to promote Volta’s business potential to international investors, including those in China.

He appealed to the government and the Chief of Staff to translate the plans discussed into tangible actions that would bring real development to the region.

Volta Ready for Investors

In his remarks, the Member of Parliament for Ho West, Hon. Emmanuel Kwesi Bedzrah, assured investors that the region is ready to welcome businesses as part of the government’s 24-Hour Economy initiative.

Addressing the media, the CEO of GIPC, Hon. Simon Madjie, said the Regional Investment Roadshow was organised to showcase and promote investment opportunities in Volta and Oti to both local and foreign investors.
He emphasised that such efforts would strengthen regional economies, create jobs, and improve the financial well-being of citizens across Ghana.

Speaking at the forum, Mr. Mawunya Agogo, MTN’s Branch Manager for the Volta and Oti Regions, acknowledged network challenges in parts of the region. He explained that service disruptions are often caused by road contractors and community members tampering with underground cables during construction. In response, MTN is collaborating with the Ghana Highways Authority, the Ghana Police Service, and the National Communications Authority (NCA) to develop clear regulations and guidelines to protect network infrastructure during roadworks.

MTN Service Areas in the Volta Region

Mr. Agogo further noted that MTN has over 36 community shops across the Volta Region to ensure easy access to customer support. He encouraged customers to call the MTN helpline 100 for enquiries or complaints and visit community shops for services such as SIM card replacements and new SIM acquisitions. This strategy is also aimed at decongesting the main MTN office in Ho and enhancing service delivery.

Some of the MTN community shops in Ho include Nana Tell (located in the Amegashie Storey Building), Wontumi (at Civic Centre), and Mac Jones Ventures at Royco House.

Mr. Agogo also disclosed that there are approximately 12,000 mobile money vendors in the Volta Region, playing a vital role in financial inclusion and digital transactions.

Causes of MTN Network Disruptions

Adding to the discussion, Mr. George Hunakpa, Technical Controller for MTN Ghana Eastern/Volta Region, attributed recent network disruptions to theft and vandalism by scrap dealers. He said several cell site components have been stolen across the region, affecting service quality. According to him, some arrests have been made as MTN collaborates with security agencies to clamp down on the perpetrators.

The forum reaffirmed MTN’s commitment to engaging directly with customers and stakeholders in order to improve service delivery and address region-specific challenges.

“This forum gave us a voice. We don’t often get opportunities like this to meet those behind the services we rely on every day,” said Madam Abla Sewu, a market woman who participated in the engagement.

The event, held over the weekend, brought together MTN officials and community members for a transparent dialogue on issues ranging from network coverage and mobile money to customer service and product education.

MTN’s Commitment to the People

In his address, Mr. Kennedy Kofi Ofosuhene, Corporate Services Advisor for MTN Ghana in the South-East Business District, said the initiative forms part of the company’s mission to ensure that no community is left behind in its service improvement drive.

“Our customers are at the heart of what we do. Coming to Tsito is not just about listening to concerns — it’s about building stronger connections and making your voices count,” he stated.

Mr. Alex Acheampong, Territory Sales Controller for MTN Ho West, emphasized that the feedback gathered would directly influence how services are delivered in the area.

Residents Share Real Experiences

While applauding MTN’s efforts, residents were candid in sharing everyday challenges they encounter:

Mobile Money (MoMo) Claims for Deceased Relatives: One resident, Adzo, shared her difficulty accessing the Mobile Money account of her late mother. MTN representatives responded by explaining the official claims process, assuring her and others that the team will follow up on individual cases and improve community education on inheritance procedures.

MoMo App Functionality: Some users raised concerns about delays when transferring large amounts via the MTN MoMo app, often resorting back to the *170# shortcode. MTN acknowledged the technical feedback and assured customers that performance upgrades are ongoing.

Network Fluctuations: Residents in specific zones mentioned occasional network instability. MTN’s technical team took note and promised a site inspection to identify and resolve coverage gaps.

Clarity on Value-Added Services: Services like “Jara” and “MTN Mishap” generated questions. Customers sought better explanation of how they work. MTN agreed to intensify public education on these and other products through targeted campaigns in local languages.

Need for a Local Help Center: Several participants expressed the desire for a customer support point within Tsito. MTN acknowledged the request and said it will be evaluated based on population data and service demand trends.

Hope and Collaboration Going Forward

The tone of the forum remained collaborative, with residents expressing hope that their concerns would lead to tangible improvements.

“We feel encouraged. MTN didn’t just talk — they took notes and responded with respect. That gives us hope,” said Mr. Seth K. Agamah, a teacher.

The engagement ended with a reaffirmation of MTN’s commitment to ensuring quality service delivery across all communities, whether urban or rural.

“We are grateful for your trust. It’s through forums like this that we grow together — and we will act on what we’ve heard today,” Mr. Ofosuhene assured.

This forward-thinking initiative is a timely intervention to address a long-standing source of tension between crop farmers and nomadic herdsmen—conflict that has too often led to the destruction of farms, loss of livelihoods, and breakdowns in community cohesion.

By establishing a structured mechanism to regulate cattle movement and foster peaceful co-existence between herdsmen and farmers, this task force signals a new era of responsible, inclusive agricultural development. It is especially heartening that the task force was inaugurated alongside the Interprofessional Collaboration for Community Development (ICCD), reflecting the importance of multi-sectoral dialogue in building sustainable rural economies.

I strongly urge the Ministry of Food and Agriculture, in collaboration with Metropolitan, Municipal and District Assemblies (MMDAs), to replicate this model across all affected districts in the country—particularly in regions where tensions between farmers and herders continue to threaten peace, food security, and investment.

As a representative of Ghana’s hardworking farmers and fisherfolk, I believe the future of our agricultural sector lies in cooperation, regulation, and innovation—not conflict. This initiative, if scaled, has the potential to reduce post-harvest losses by protecting farmlands from cattle invasion, strengthen rural security and build trust among farming communities, create clear legal frameworks for land use and animal husbandry, and pave the way for inclusive development and investment across Ghana’s agriculturally rich zones.

I equally encourage all stakeholders—chiefs, traditional leaders, civil society, and farmer-based organizations—to support such task forces and help enforce local bye-laws that balance the rights and responsibilities of all actors in the agricultural value chain.

Let us make this initiative not just a regional success, but a national milestone. Together, we can build an agricultural sector where farmers and herders thrive side by side, and where food production becomes a force for unity, not division.
