Tourism Minister Abla Dzifa Gomashie stood on the grounds of the newly discovered Agbozume slave market last week and made a declaration that sent ripples through Ghana’s tourism industry: “We’re sitting on a goldmine that’s finally ready to be tapped.”

She wasn’t exaggerating. Recent developments suggest Ghana’s tourism sector is on the verge of a breakthrough that could reshape the country’s economic landscape.

The Discovery That Changes Everything

Professor Wazi Apo’s documentation of the Agbozume slave market represents more than just another historical site – it’s a game-changer for heritage tourism in Ghana. Unlike the coastal castles that have dominated Ghana’s slave trade narrative, this inland market tells a completely different story.

“Our aim is to unearth new products so that visitors who have already been to forts and castles elsewhere can discover something new here in Volta,” Minister Gomashie explained during her tour of the region.

The timing couldn’t be better. International heritage tourism is booming, with travelers increasingly seeking authentic, undiscovered historical experiences. Ghana now has something no other West African country can offer: a comprehensive slave trade story that spans from inland markets to coastal departure points.

The Blue Economy Awakening

Minister Gomashie’s emphasis on blue economy development during World Tourism Day celebrations signals a fundamental shift in how Ghana views its 560-kilometer coastline. For too long, the country has treated its Atlantic coast as an afterthought while competitors like Senegal and Cape Verde have built thriving coastal tourism industries.

The minister’s vision extends from “Aplau to Half Assini” – essentially reimagining Ghana’s entire coastline as an integrated tourism destination. The Volta Region alone possesses untapped coastal heritage that could rival any destination in West Africa.

This isn’t just government rhetoric. The strategic linking of World Tourism Day to blue economy themes demonstrates serious policy commitment to coastal development.

The Revenue Reality Check

Here’s the stunning truth that emerged from Minister Gomashie’s Volta tour: Ghana’s tourism sector already contributes over GH¢4.8 billion to national GDP, making it one of the country’s most significant economic contributors.

This figure represents success, but more importantly, it reveals massive untapped potential. Tourism industry analysts suggest this could be just 30% of Ghana’s actual tourism earning capacity.

“Without these roads, we still managed to contribute over GH¢4.8 billion to Ghana’s GDP. Imagine what would happen if we had good roads to all our major tourism sites,” the minister noted, hinting at the transformative possibilities ahead.

Presidential Support Creates Unprecedented Opportunity

President Akufo-Addo’s decision to release 80% of the District Assemblies Common Fund – doubling the previous allocation – represents the most significant government investment in local development in years. For tourism, this funding boost couldn’t come at a better time.

The increased funding enables local assemblies to package and develop their attractions to international standards. Minister Gomashie has promised that once sites meet quality benchmarks, her ministry will help market them globally.

This partnership between central government funding and international marketing creates a powerful development model that could transform communities across Ghana.

Youth Engagement Strategy Pays Dividends

The minister’s deliberate inclusion of students in Agbozume during World Tourism Day celebrations reflects sophisticated long-term thinking. By exposing young Ghanaians to their own tourism heritage, the ministry is building a generation that understands tourism as both cultural preservation and economic opportunity.

“We deliberately engaged students in Agbozume as part of the commemoration,” Minister Gomashie explained, emphasizing the importance of cultural immersion for young people.

This approach addresses one of tourism’s biggest challenges: creating authentic experiences delivered by people who genuinely understand and value their own culture.

Local Government Steps Up

The enthusiasm from local leaders like Ketu South MCE Nicholas Worclachie demonstrates how seriously communities are taking this tourism opportunity. His identification of strategic road projects shows sophisticated understanding of how infrastructure connects to economic development.

Worclachie’s lobbying efforts have already attracted visits from the Chief Director of Highways and CEO of Ghana Highways Authority, suggesting that his advocacy is getting results at the highest levels.

The municipal leader’s connection between tourism roads and the proposed Keta Harbour project reveals integrated thinking that could benefit multiple economic sectors simultaneously.

The Infrastructure Investment Moment

Minister Gomashie’s persistent advocacy for road improvements isn’t just about tourism convenience – it’s about unlocking transformative economic potential. Her frank assessment that “our sector is not in lack of talent or ideas” but rather infrastructure support resonates across multiple industries.

The minister’s revelation that bad roads force tourists to cut visits short while good roads encourage extended stays lasting weeks demonstrates clear understanding of tourism economics. Extended stays mean exponentially higher spending in local communities.

Recent visits by highway authorities to assess road conditions suggest the government may finally be ready to make the infrastructure investments that could transform Ghana’s tourism landscape.

Global Recognition Within Reach

The World Tourism Day celebrations, held in collaboration with the Soma Traditional Area under the theme of blue economy and heritage preservation, positions Ghana strategically within international tourism conversations.

Minister Gomashie’s vision of packaging sites to international standards while maintaining authentic cultural character could establish Ghana as a premier heritage destination that competitors struggle to match.

The combination of newly discovered historical sites, increased government funding, improved infrastructure planning, and youth engagement creates conditions for sustainable tourism growth that benefits communities directly.

The Moment of Possibility

Ghana’s tourism sector stands at an inflection point. The discovery of sites like the Agbozume slave market, combined with strategic government investment and community enthusiasm, creates unprecedented opportunity for transformation.

Minister Gomashie’s comprehensive approach – linking heritage preservation, infrastructure development, youth engagement, and international marketing – suggests Ghana may finally be ready to claim its place among Africa’s premier tourism destinations.

The GH¢4.8 billion contribution represents just the beginning. With proper development, Ghana’s tourism goldmine could become the economic engine that transforms communities, preserves culture, and positions the country as a must-visit destination for global travelers seeking authentic African experiences.

The pieces are finally falling into place. The question now is whether Ghana will seize this moment of possibility.

Abla Dzifa Gomashie, has toured key heritage and ecological sites in the Volta Region to promote sustainable tourism and highlight the area’s untapped potential.

The tour, held a day before the national celebration on September 27, focused on encouraging investment in the region’s tourism assets and aligning development efforts with the country’s emerging Blue Economy strategy. “If we want to tap into the Blue Economy as Ghanaians, we must start by paying attention to our coastline,” the Minister said, referencing a recent workshop held with the Ministry of Fisheries and AcquaCulture Development and Allied Agencies.

Hon. Gomashie stressed the need for urgent improvement of road infrastructure leading to tourist sites, calling it a major barrier to both domestic and international tourism. “What we lack is infrastructure support. Road access to our sites must be improved. It makes promotion easier and encourages return visits,” she emphasized.
She further called on private investors to partner with the Ministry, noting that the President has approved the release of 80% of common fund to local assemblies, and urged the assemblies to help use some of the fund to develop and promote tourism infrastructure in their districts.

Volta Region's Heritage Site

The Minister also emphasized the importance of engaging young people in tourism development. “We want students and the youth to experience these sites firsthand, learn about our history, and develop a passion for traveling and exploration,” she noted.
Torgbui Sape Agbo V, the Avaklasuga of the area, expressed his gratitude to the visiting group for coming in their numbers to the Region. He noted that land had already been allocated to an investor nearby for the development of hotel facilities to accommodate future visitors. He further announced the community’s openness to investment and extended a call to other well-meaning investors to consider bringing development initiatives to the area.
The tour included visits to Fort Prinzenstein in Keta, the Avu Lagoon in the South Tongu District, where staff had a boat ride on the lagoon and also an insight into the production of alcohol made from sugarcane extracts. The visit also took participants to the Hedranawo Slavery Museum in Ketu South District, sites that are central to Ghana’s historical and eco-tourism landscape.

Students from Keta Senior High School and Some Senior High School participated in the tour, which they described as educational and enlightening. “This is not just about the forts and dungeons; we are also walking to the beach and the actual slave market site to help these students understand the full context of what happened,” the Minister explained.
Also present were Hon. Yussif Issaka Jajah, Deputy Minister of Tourism, Culture and Creative Arts, as well as directors and agency heads under the Ministry, who joined in the tour activity preceding the World Tourism Day celebration in Ghana, which is celebrated across the world to highlight the potential of the sector and its prospects.

“This is a difficult time for the family, and we must all show compassion by respecting their privacy,” Hon. Gomashie stated. “His passing is a huge loss to the creative community and to the nation.

In her keynote address, Hon. Gomashie urged Africans and the diaspora to transform remembrance into unity and action. “We don’t celebrate emancipation because it’s a ritual,” she declared. “We do so to feel the pain of separation; and to fight for what is ours.”

Referencing Pan-African icons such as W.E.B. Du Bois and Dr. Kwame Nkrumah, she challenged attendees to assess whether today’s Africans are truly living out the ideals of these forebears. She criticized the lingering impact of colonialism and internalized cultural shame, stating, “When you look down on your culture, your food, your religion, you have chosen the other over yourself.”
She also announced the launch of the AfroGhastro Culinary Festival, scheduled for September 15, under the Black Star Experience initiative. The festival will spotlight African cuisine as a tool for cultural diplomacy. “Food is a bridge,” she said. “When it tastes right, love flows naturally.”

Her speech concluded with a powerful personal pledge to champion African identity. “I pledge to speak up, to stand out, and to defend my Africanness, anywhere, everywhere, and every day.”
The ceremony featured additional calls to action. Dr. Collins Rawlings Nunyonameh, Executive Director of the Kwame Nkrumah Memorial Park, warned that Africa’s flame of liberation must not be allowed to dim. “We must not rest until Africa is completely free,” he asserted.
Maame Efua Houadjeto, CEO of the Ghana Tourism Authority, reinforced PANAFEST’s deeper mission beyond symbolism. “This is a summons to reconnect with our roots and reaffirm our responsibility to Africa’s past and future,” she said.
Highlighting global cultural ties, Brazil’s Ambassador to Ghana, H.E. Mariana Goncalves Madeira, applauded the activism of Afro-Brazilians and stressed the value of cross-cultural collaboration in heritage protection.
The event was rounded out by performances from traditional Ghanaian artist from the National Theatre, the Ghana Dance Ensemble and others, including a moving piece by Barbados’ Poet Laureate, Esther Phillips, enriching the ceremony’s atmosphere with Culture, arts and reflections.

The engagement, held at the Ministry’s conference room in Accra, culminated in the symbolic signing of a Memorandum of Understanding (MoU) to formalize collaboration in cultural exchange, creative industry development, and tourism investment.
“This MoU is a legal and diplomatic step forward in building bridges between our two cultures,” Hon. Gomashie stated. “It creates room for mutual learning between our creative sectors and serves as an invitation for industry players to connect and grow together.”
She noted that the agreement lays the groundwork for deeper technical and professional exchanges, including Serbia sharing its expertise in arts, crafts, and creative education, while Ghana presents its unique cultural offerings to Serbian audiences.

The Minister further highlighted Ghana’s upcoming AfroGhastro Festival, a celebration of African and diaspora culinary heritage. She extended an invitation to Serbia to participate and explore the power of food as a tool for cultural storytelling and global connection.

Representing the Government of Ghana, Hon. Gomashie conveyed warm felicitations on behalf of President John Dramani Mahama and the people of Ghana to President Donald J. Trump and the American people.

In a speech marked by goodwill and shared aspirations, she praised the United States for its enduring commitment to liberty, democracy, and innovation—values that have underpinned its global leadership for nearly two and a half centuries.

She paid tribute to the strong and evolving Ghana–U.S. relationship, which she described as “rooted in mutual respect, shared democratic ideals, and robust economic collaboration.”

Hon. Gomashie highlighted the African Growth and Opportunity Act (AGOA) as a cornerstone of this partnership, noting its significant contributions to Ghana’s export growth, particularly in the textile, agriculture, and value-added manufacturing sectors. AGOA, she said, has empowered small and medium-sized Ghanaian enterprises to access global markets and contribute meaningfully to the country’s economic development.

In a poignant reflection, Hon. Gomashie quoted both President Trump and the late Ghanaian statesman Kofi Annan, reinforcing the importance of international cooperation and shared humanity in addressing global challenges. She concluded her remarks with optimism about the future of Ghana–U.S. relations, emphasizing the importance of people-to-people connections and inclusive development.

The Charge d’Affaires of US Embassy Ghana, Rolf Olson in turn, welcomed guests to the celebration and expressed appreciation to the sponsors and partners who supported the event. Drawing historical parallels between the U.S. and Ghana—both former colonies now thriving democracies—the speaker noted the symbolic convergence of the U.S. Independence Day with Ghana’s Founders’ Day, both observed on July 4.

The address also referenced recent political transitions in both countries, where former presidents were re-elected after defeating sitting vice presidents, illustrating the dynamic and resilient nature of democratic governance.

Mr. Olson reaffirmed the strong partnership between the two nations in sectors including health, agriculture, education, security, and trade. The speech praised ongoing bilateral initiatives that have improved lives and strengthened institutions on both sides, with AGOA again highlighted as a key driver of economic ties.

Both speakers concluded with a renewed commitment to deepening collaboration in areas of mutual interest, and to sustaining the long-standing friendship between Ghana and the United States.
